59-year-old Bluffs resident fatally shot during domestic violence incident

A 59-year-old Council Bluffs resident was killed Sunday in a shooting after a domestic violence incident.

About 4:40 p.m., Bluffs police officers were sent to the 500 block of Grace Street to investigate a shooting that had just occurred. They found Russ Atkins dead in the street.

Police learned that Atkins had been involved in a domestic violence disturbance with a female when 67-year-old Stephen Hahn of Omaha attempted to intervene. Hahn pulled a handgun and fired one shot, which fatally wounded Atkins, Bluffs police said Monday.

Detectives determined that Hahn knew both Atkins and the female, and that a court-issued protection order was in place between Atkins and the female.

Hahn remained on the scene and was cooperative with detectives during the investigation, according to Bluffs police, who said Hahn was legally permitted to possess the handgun.

After consulting with Pottawattamie County Attorney Matt Wilber on Monday, officials decided that the facts of the case will be presented to a grand jury to determine whether Hahn will face any criminal charges.
