Wayne City Council Meeting On Tuesday, February 5

WAYNE – The Wayne Councilmembers gathered in Council Chambers on Tuesday evening for a regularly scheduled meeting at City Hall. There were many items on the agenda to be discussed by Council as well as couple public hearings.

The meeting got underway with a presentation by Terry Galloway from the office of Almquist, Maltzahm, Galloway, and Luth, PC who reported on the 2017-2018 fiscal year audit. That presentation was followed by a semi-annual report to Council on LB 840 activity discussed by the Director of the Wayne Area Economic Development, Luke Virgil. After the reports, Council directed their attention to an action on recommendation of the LB 840 Revolving Loan Fund Review Committee on the application placed by Talon Capital, LLC. After much discussion and quite a few questions, Council ended up approving the action.

A public hearing was next on the agenda in regards to the Planning Commission’s recommendation concerning the “Use by Exception” request for the Wayne Municipal Code. Dustin Soden is the applicant and spoke to Council. Soden owns Tint Specialties located on Main Street in Wayne and was seeking to obtain a dealer license to sell automobiles. The public hearing closed and Council openly discussed the many businesses in Wayne that use the same “Use by Exception.” The resolution then sat in front of Council which was motioned to approve and eventually passed.

The 2019 Nebraska Street Improvement 2nd-7th Street Project was also discussed during the meeting. Council approved the resolution regarding the engineering agreement between the City of Wayne and JEO Consulting Group, Inc. The resolution passed unanimously.

A resolution involving approving an agreement between the City of Wayne and Settje Agri-Services and Engineering, Inc was tabled until next meeting. Mayor Giese recommended tabling the resolution in hopes of implementing different wording in the agreement.

An amended resolution approving the Capacity Purchase Agreement between Northeast Nebraska Public Power District, the City of Wayne, and Big Rivers Electric Corporation was unanimously passed by Council.

The final resolution in front of the busy City Council on Tuesday evening involved the authorization of the City Administrator to apply for the Nebraska Public Transportation Act Funds for the operation of the Wayne Public Transportation System. This resolution was also approved by Council.

Action of appointment of Terry Sievers, who is the Wayne County Commissioner, to fill the unexpired term of Randy Larson on the Wayne Community Redevelopment Authority was approved by Councilmembers.

The final items on the agenda was a few change orders and payment applications for the Wayne Golf and Country Club Clubhouse Improvement Project paid to OCC Builders, LLC. All of the change orders were approved and payments of $52,379.00 and $53,873.00 were also approved.
