Video/Telephone Conference City Council Meeting Scheduled For 5:30 PM Tuesday

WAYNE – Tonight’s regularly scheduled Wayne City Council meeting will be done electronically through the ‘News’ tab of cityofwayne.org starting at 5:30 p.m.

Councilmembers will open with an action item to allow City officials to contract with Robert Woehler & Sons Construction, Inc. on emergency situations. Nebraska revised statute 49-14, 102 which prohibits public officials, public employees, members of that individuals immediate family or business to enter into a contract at $2,000 or more annually without the contract being awarded to the person or business “through an open and public process”. This won’t require the City to use Woehler & Sons but it gives them the option while satisfying statue requirements for the contractor.

Due to COVID-19 and the business interruptions that have occurred, city staff thought it would be timely to discuss and take action on suspending the payment due dates for City of Wayne LB 840 Loans and Special Assessments. More information will be brought forward during the meeting.

The Lower Elkhorn Natural Resource District (LENRD) has updated the 2015 Multi-Jurisdictional Hazard Mitigation Plan (HMP). This plan, which is a requirement of FEMA, is a community guided document that identifies vulnerability to natural and man-made hazards and mitigation measures to reduce or eliminate this vulnerability. Council will look to adopt the LENRD HMP update.

An ordinance is also needed to finance the new transmission main from an existing wellfield north of Wayne to a standpipe located on the west side of Wayne, together with related appurtenant water system facilities and improvements. The issuance of a Combined Utility Revenue Bond, 2020 Series of the City of Wayne will be in the principal amount of not to exceed $3,030,000 in the form of a Promissory Note issued to evidence indebtedness to the Nebraska Department of Environment and Energy.
