WAYNE – The regularly scheduled Wayne City Council Meeting was called to order at 5:30 on Tuesday evening.

The first order of business on the docket was a public hearing regarding consideration of the Planning Commission’s recommendation requesting they rezone an area known as the Southview III  Addition from A-1(Agricultural) to R-2 (Residential). The hearing was followed by an ordinance that was carried. There was then a public hearing involving proposed acquisition of said real estate from Douglas and Tracy Pierson that is approximately 1.43 acres. The resolution was approved.

With the new renovation to the Wayne Country and Golf Club, action on application for addition to the liquor license was requested. The new description of the liquor license will read: two story club-house approximately 92 feet by 96 feet including the entire golf course which is approximately 165 acres. Action was approved.

Rusty Parker was present at the meeting representing the Wayne Country and Golf Club. He notified Council Members on a change to the Wayne Country and Golf Club Improvement Project. That change includes adding Fiberon Composite Decking Materials and AFCO Aluminum Railing Materials which would increase the price of the project by the amount of $17,375.  Council approved the action and the motion was carried. There was then an Action on Pay Application number 5 in the amount of $41,060.00 to OCC Builders, LCC for the Wayne Golf and Country Club Clubhouse Improvement Project. That too was approved by Council.

Council decided to table an ordinance on the third and final reading. The ordinance was in regard to amending a section in the Municipal Code that deals with fences and screens.

Another ordinance that Council has spent much time discussing was going through a second reading. This ordinance was tabled at the previous meeting. The ordinance deals with public parks and enforcing open hours. Council has been trying to decide which parks if any, should have hours in which they close. The ordinance was introduced during this meeting to just have the Summer Sports Complex including the Rugby Fields and Dog Park as well as the Baseball Complex/Hank Overin Field have hours in which they are closed.

Some of the Council Members feel that all parks (other than ones with camping spots in them) should be closed at a designated time. This would allow law enforcement officials to detain anyone in the parks after hours. The motion on this ordinance was seconded and then voted on. The vote was split 4-4 and Mayor Brodersen cast the tie-breaking vote in favor of how the ordinance was introduced, just having open hours on the Summer Sports Complex including the Rugby Fields and Dog Park as well as the Baseball Complex/Hank Overin Field. The ordinance will move to a third and final reading at the next City Council meeting.

A resolution was introduced regarding approval of rules and regulations for campgrounds within Wayne. This resolution died due to lack of motion as Council would like to see it as an ordinance in the next meeting.

The final payment of $54,101.92 was approved to Karian Peterson Powerline Contracting, LLC for the West Inner and East Inner Conversion Electric Distribution Project.

The final item on the agenda was discussion regarding sludge removal from the lagoon. Council discussed different ideas on how to go about the issue.

Council President Cale Giese can be heard on The View on Wednesday morning just after 9 a.m. on Big Red Country 104.9 as he will discuss the happenings of the meeting in further detail.

The next City Council meeting will be held on Tuesday, October 2 at 5:30 p.m. in City Hall.
