Power, Plats And Projects Discussed At Wayne City Council

WAYNE – The Wayne City Council discussed annexation, a bid for the Community Development Block Grant (CDBG) project and power at Tuesday night’s meeting.

The Council accepted a bid for $168,483.61 from I & A Construction for the CDBG project to install handicap accessible curb ramps. I & A’s bid was considerably lower than the other two received. The company won’t begin work until Spring 2019 but should still finish before the project’s end date. The lower bid will do more than save the City money, according to city administrator Wes Blecke, more curb ramps will be able to be installed.

“You get a better bid if people really want the work so I’m excited to be able to do some extra work on that project,” Blecke said.

A transmission substation service agreement between Nebraska Public Power District (NPPD) and the City of Wayne was approved. Wakefield and Northeast Power both signed similar agreements. As the City moves away from NPPD but continues to rely on NPPD’s substation the City needed a new agreement with public power. According to Blecke there isn’t currently another choice for the City as NPPD didn’t move their substations into the Southwest Power Pool.

“It’s kind of a formality, it’s something that we kind of have to do because we don’t own the substation and in order to get power to our facility, we have to go through that substation,” Blecke said.

Johnnie Byrd Brewing Company asked the Council to approve an application for a Class C liquor license to allow on and off-sale beer, wine and distilled spirits. This is an addition Class LK license for a craft brewery with catering. The Council approved. Also approved were second readings for amending the municipal code regarding parking on the northside of Sunnyview Park and prohibiting overnight parking in the same area.

The Council voted to approve the final plat for the Southview III Addition. Southview III will essentially become a drainage ditch on the west and south side of the Southview II Addition. It will allow for better drainage in the development and on Grainland Road. It was also decided that the City would annex the area.

A final change order for the 4th Street Paving Project from A & R Construction was approved. The change order was a decrease of $62,987.77. The Council also approved a final payment for the project in the amount of $68,588.64.

Luke Virgil present the bi-annual report to the Council on LB840 Activity. There was no activity to report. Sarah Gunion, Wayne State College’s student activities coordinator, came before the Council to address any question regarding closing the highway for the WSC Homecoming and Band Day parade on September 29th.

The next Wayne City Council meeting will be held Tuesday, August 7th at 5:30 p.m. at City Hall.
