Fence Permits, Re-Zoning Discussed At Wayne City Council Meeting

WAYNE – The Wayne City Council held the second March meeting Tuesday night at City Hall in Wayne. Memberships and appointments, fences and parking were among the agenda items.

Dennis Mosley was approved for membership to the Wayne Volunteer Fire Department unanimously. Two vacancies on the Civil Service Commission were also filled when the Council approved the appointments of Galen Wiser, who had served on the commission in the past, and Deb Finn.

The Wayne Country Club was approved for an addition to its liquor license to include the two-story clubhouse and entire course.

Pam Adams, Shane Morris and Cory Sandoz from American Broadband came before the council to give an update on the company’s past, present and future offerings, improvements and challenges. With improvements made over the last year, American Broadband is now able to offer up to 200 megabits. Morris said he and the team enjoy trying to improve service for the community and encouraged customers to see if their current plans are adequate for their needs.

A public hearing was held for submittal of a grant application for the purchase of an additional handi-van and approval was given for the City Administrator, Wes Blecke, to apply for the grant which would ultimately have the Senior Center selling a 2008 handi-van for a more reliable model. The grant would help mitigate the cost for the City.

“It’s federally funded by 80 percent and then the State comes in with 10 (percent) so we only are responsible for 10 percent of the cost we’re thinking it’s going to be right around $23,000 total, so our cost will be $2,300,” Blecke said.

The Benscoter Addition PUD Replat 2 was approved to move from B-1 Highway Business zoning to R-4 Residential. The Council also approved a plat for the Southwest Addition, which allows two property owners south of Victor Park swap parts of their property and allows the city to obtain the property where the south driveway and trail head are.

Several months ago a fencing issue came before the Council and because the language in the municipal code regarding fencing and screens wasn’t as clear as it could be, the Council passed the first reading of an addition that would require a permit for any non-agricultural fence to be constructed.

“You need to come in now with a drawing, it can be on the back of a napkin, but to show ‘this is the location of the fence, so many feet away from certain structures’ so that we can take it and approve or disapprove of the drawing and then you have record also saying ‘well you approved this,’” Blecke said.

The second reading for the parking restriction on Thorman street was approved and the third reading was waved. A second reading for the sale of lots 22, 23 and 24, Block 10 College Hill Addition to the Community Redevelopment Authority and for the water system, section 53.038 ordinance was also approved.

JEO Consulting Group was awarded the engineer position on the CIS Grant for the ADA curb ramp project. The City Council meeting ended in an executive session for the Council to discuss the City Administrator evaluation.

The next Wayne City Council meeting will be held on April 3rd at 5:30 p.m. at City Hall.
