Commissioners Discuss Health Insurance Deductible Reimbursement, Items To Be Moved From Court Services Building

WAYNE – The Wayne County Board of Commissioners held their regularly scheduled meeting Tuesday morning talking about health insurance and changes in the 7th Judicial District building.

From the Wayne County Courthouse meeting room, commissioners first heard from District Court Judge Mark A. Johnson about some items being moved from the court services building (7th Judicial District).

Following the retiring of Nancy Jochum-Schramm, a District Court reporter on September 7, she would like to have until the end of the month to remove her personal documents. The east side of the court services building was remodeled in 2006 and when District Judge Robert B. Ensz retired Judge Johnson based his home office in Madison County. The upstairs is where two offices, a reception area and a small courtroom/meeting room are located with District files held in the basement of the building. An Emergency Management room and an Evidence room are also in the basement.

The furniture items, owned by the 7th Judicial District, will be made available for purchase as Wayne County will decide to make an offer to keep them in the building.

It was also stated that criminal evidence must be kept for 50 years and civil evidence for 10 years. Judge Johnson will let County Clerk, Deb Finn know on an on-going basis as the commissioners also offered their assistance when needing to carry any items out.

Deb Finn was approached last Friday about a concern towards a few county employees with the change in the county health insurance policy from September 1, 2018 to August 31, 2019. The deductible has gone up to $6,550 with no co-pays and a couple employees are having to pay $9,000 monthly for a prescription.

A motion was made to allow Finn to issue a check to the facility for county employees who have to pay their deductible in full for medical expenses. With a change in the health policy through United Healthcare, the county will reimburse $4,000 of the deductible.

To receive advancement of payment, the county employee must provide a letter of estimate from the vendor for the medical procedure or prescription. The check would then be issued to the facility, not the employee.

Mark Mainelli with Mainelli Wagner & Associates was present in the meeting. Both Mainelli and Highway Superintendent, Mark Casey went over road and bridge updates. The commissioners will be keeping a close eye on NextEra Wind Energy during their work on the Sholes Project as they’ll need to follow any and all regulations when it comes to road maintenance.

Commissioner Dean Burbach, (District 2) has met with NextEra officials on a regularly basis.

The next regularly scheduled Wayne County Board of Commissioners meeting is set for Tuesday, October 2 at 9 a.m.
